1. Introduction

Handicap International Federation is a non-governmental organization, specialized in the field of international solidarity. It was formed in 1982, with its headquarters in Lyon (France). Handicap International Federation is working in over than 55 countries worldwide and a co-winner of 1997 Nobel Prize for Campaign against Land Mines. Handicap International Federation is made up of a Federation and national associations which work together on mobilizing resources, co-managing projects and promoting the movements’ principles and activities. Handicap International Federation is neither exclusively a development NGO nor exclusively an emergency relief NGO. A Non-governmental, non-religious, non-political and non-profit making organization, Handicap International Federation works alongside people with disabilities, whatever the context, offering them assistance and supporting them in their efforts to become self-reliant.

Handicap International Federation has been working in Indonesia since 2005 to support health and social initiatives related to disability issue. In collaboration with the Ministry of Social Affairs of Republic of Indonesia, Handicap International Federation Indonesia implements activities that will allow people with disabilities in Indonesia to have greater opportunities to exercise their rights to enhance their dignity.

Handicap International Federation Indonesia formulated a strategy which stated that the specific objectives of the activities are to increase the capacity of institutions and services working in disability field, confirming to general public and decision makers are aware that disability is a human rights and development issue, and empowering people with disabilities and their organization to become active actors in their communities.

2. Rationale

Handicap International Federation Indonesia’s Program wishes to develop employee skills and efficiency as well as to fulfill their potential. In June 2011 all Projects Team members, Program Thematic Advisers and Support Services Managers will be invited to a “training week” in Yogyakarta. The topics of the training will be:

·        Project Cycle Management

·        Inclusive Education

·        Introductory Course on Disability, UN convention and Ethics

·        Facilitation and Communication Skills

The training on Project Cycle Management will be proposed to all Projects teams’ members and Program Thematic Advisers. In order to propose content which will match with the expectation and the needs of the trainees, 2 separated training courses will be proposed.

The Trainers will provide comprehensive training for beginners and advances users.

3. Objectives of this Activity

3.1. Beginner Training

A skilled Project Staff need to understand the general principle of Project Cycle Management. This basic course will provide general training on all phases of the project cycle in a compact format: Needs assessment, designing and planning a project, monitoring the implementation of the project, and preparing an evaluation.
This training will provide special emphasis on familiarizing the participants with relevant terminology and the use of Logical Frameworks. Finally the trainees will have better understanding on participatory Monitoring and Evaluation (M&E) process.

3.2. Advanced Training

The advanced course is designed for persons with previous experience in conducting field assessments and experience in project management. The first focus of the training is to provide a refreshing session on the basic principles of Project Cycle Management (0.5 day).

The participants then will gain confidence in identifying and formulating projects through a participatory approach. Finally the participants will improve their capacity on designing and planning projects with the Logical Framework approach.

4. Expected Outputs

4.1. Beginner Training

Conclusion of objectives for this program, participants:

·        will be introduced to the Project Cycle Management principles and will explore their usefulness to their work

·        will better understand the use of Logical Frameworks and its application in different phases of the project cycle

·        will have a better understanding and knowledge on the importance of the M&E

·        will have improved their M&E skills

·        will provide a diagnostic of the tools (compilation of the soft copies) and process they are using to collect information among the partners and the communities.

4.2. Advanced Training

Conclusion of objectives for this program, participants:

·        will have a common understanding of the different phases of the project cycle management

·        will know how to use the problem tree tool

·        will have the tools to lead participatory stakeholder analysis process

·        will have the capacity to identify and formulate projects frame through a participatory approach will understand and know how to prepare high-standard logical frameworks

·        will be able to define general objectives, specific objectives, expected results, indicators, etc…

·        will provide a diagnostic of the tools (compilation of the soft copies) and process they are implementing to collect information from their field teams.

5. Tools, methods, sessions or topics

Facilitators/Trainers will use participative approaches using methods role-play, brainstorming exercises to share information and further practices based on training materials and topics. The courses will contain the equivalent of at least half a day (split on all training days) of case studies and simulations.

6. Practical Information

Venue : Venue and meeting tools (LCD projector, paper board, etc…) will be arranged or provided by HIF. Nonetheless Lap Top will be the responsibility of the Trainer.

Language: The training will be implemented in Bahasa Indonesia.

7. Profile, technical competencies &  tasks of the Service Provider

Please note that both trainings will be proposed within the same period. That means that the trainers or the organization will need to lead 2 trainings in parallel.
It is possible that the candidates focus their proposal on one of the two trainings. In this case, please specify in your proposal which session you apply for (Beginner or Advance). However Team of Trainers or Institution who will apply for both courses will be favored in order to ensure the consistency of the tools, the topics and the methods as well as the transversality between both trainings are expected.

A full proposal written in English in required at the application phase. This proposal will include expected fee / quotation, resume of the trainers, references, detailed course program, description of the pedagogical approach which will be used and training material which will be provided to the trainees. The proposal will be submitted in English at the application phase.

The selected Trainers will meet the HIF Coordinators before the trainings date, in order to adapt the training content to the in house tools used by the trainees in their current position.

Currently, Handicap International is developing advocacy program on the rights of Persons with disabilities (PwDs) in Java and Eastern Indonesia. The activity focus on building disabled people's organization (DPO) capacity to mediate, facilitate, promote, and advocate their rights.

2. Disability Rights Project Presentation This Irish Aid funded project seeks to empower grassroots Disabled Peoples' Organizations (DPOs) with the knowledge, attitudes and practices to advocate for their economic, social and political rights at a local and national level. Its messaging will engage a wide audience from government officials, international agencies and semi-governmental entities, to civil society organizations that are not disability focused.

The activities implemented will become more directly focused on capacity building initiatives targeting local DPOs to engage in disability rights advocacy. In accordance with this objective of the project and result from project mid term evaluation, Handicap International with financial support from Irish Aid will provide capacity building activities with aim to develop DPO's and the members' capacity.

Disability Rights Project Specific Objective: Indonesian DPOs demonstrate the knowledge, attitudes and practices to advocate for the rights of People with Disabilities. DPOs will develop their ideas, technical capacity, and organizational capacity through advocacy practices.

3. Justification of the Activity

As one of the results of our assessment with DPOs, we found that the needs of support in psychological aspects are essential needs that miss to be addressed. In response for those needs, Handicap International Indonesia through this project puts counselling to parents with children with disability as one of selected approaches in grass root based advocacy. By providing and empower the parents, they could have enough capacity to provide appropriate accompaniment and services to their children. More over the well capacity parents will encourage and accompanied other parents with children with disability. The skills and knowledge will spread and will bring benefits to children and the community. This will be an advocacy in grass root level and benefit directly to children and family and community.

FK-KDPCA, an independent association of parents with children with impairment, are facing challenges in providing appropriate accompaniment to parents and counselling to their children. They lack of capacity and skill for these specific needs. Most of parents do not know how to take care to their children, to accommodate their special needs, particularly children with autisms and physical impairment. Hence, training on counselling is a response to the forum, in order to equip the members with specific knowledge and skills.

4. Objective of the activity

Provide DPOs' knowledges on counselling and how to empower parents of CwDs as well as to link the activitiy to advocacy of rights of person with disability"

Training Specific Objectives

- Provide parents with knowledge on disability issue

- Provide parents with knowledge and skill in accompaniment and counselling to children with disability

- Provide parents with capacity to accompany other parents to children with disability, particularly children with autism

- Provide parents' forum with capacity to promote the rights of children with disability to community and to government

5. Expected Outputs

- 15 participants (parents members of forum) receive information on disability and needs of children with disability

- 15 participants increase their knowledge and skill on accompaniment and counselling to children with disability

- 15 participants have capacity to understand their children capacity and needs

- 15 participants have capacity to distribute the knowledge and skill to other parents of the forum - 15 participants equipped with tools/modules to accompany children with disability and other stakeholders (parents, community)

- 15 participants have capacity to implement grass root based advocacy by promoting rights and needs of children with disability to community and government

6. Tools, methods, sessions or topics

6.1. Training Tools

The following training material will be put at disposition of the trainer(s) and trainees:

- Advokit developed by Handicap International Indonesia

- Disability Etiquette developed by Handicap International Indonesia

- Working paper on Inclusive Education

6.2. Training Methods

Facilitator will use participative and andragogy education approaches to participants. Below are principles of andragogy to be applied in the training:

- Adults need to know the reason for learning something (Need to Know)

- Experience (including error) provides the basis for learning activities (Foundation).

- Adults need to be responsible for their decisions on education; involvement in the planning and evaluation of their instruction (Self-concept).

- Adults are most interested in learning subjects having immediate relevance to their work and/or personal lives (Readiness).

- Adult learning is problem-centered rather than content-oriented (Orientation).

- Adults respond better to internal versus external motivators (Motivation). As a consequence, case studies, group discussion, role play and simulations are expected to use in delivering trainings topics. Films and other alternative media could also used as an alternative approaches in delivering training.

Facilitators/trainer will accompany and provide necessary mentoring for the participants in post training session as needed.

6.3. Training Sessions or Topics

- Introduction on disability and autism

- Children with disability and children with autism (their capabilities, capacities, needs, challenges)

- Counselling to children and parents (introduction, tools, technique and methodology, resources)

- Parents to parents support (how to have confidence and ideas for what your child needs and wants, coping techniques, emotional support, etc)

- Becoming supportive parents to children with disability and special needs

- Building confidence and self esteem for parents

What Diah Has Shared: Facilitator for TOT on Disability and Gender - Handicap International

Handicap International is a non-profit making association, governed by the French law of 1st July 1901, founded on 19 July 1982 and recognized as being of public utility, based at "ERAC, 14 Avenue Berthelot, 69361 Lyon cedex 07 France. Handicap International has been present in Indonesia since January 2005, when it coordinated an emergency response to the needs of Aceh tsunami victims.

Currently, Handicap International is developing advocacy program on the rights of Persons with disabilities (PwDs) in Java and Eastern Indonesia .

An Overview of Disability Rights Project

This project seeks to empower grassroots Disabled Peoples’ Organizations (DPOs) with the knowledge, attitudes and practices to advocate for their rights at a local and national level, which targeted a wide audience from government officials, international agencies and semi-governmental entities, to civil society organizations that are not disability focused.

This project will also involve a national component on awareness raising and promotion of the UN CRPD and working with national level DPO Federations.

In accordance with this objective of the project and result from project mid term evaluation, Handicap International will provide capacity building activities which aim to develop DPO’s and the members’ capacity. The capacity building process will be based from assessment we had with DPOs, in line with general objectives of DR project.

One of emerging topic during our assessment with SAPDA foundation (Sentra Advokasi Perempuan, Difabel dan Anak-one of DPO in Yogyakarta ) is to develop capacity and skill of facilitators and counselors on specific issues (gender, domestic violence and health reproduction)

Currently SAPDA is working with and to survivor women from Yogyakarta earthquake and having some facilitators and local counselors in community level, nevertheless their capacity in providing and supporting counseling still needs to be improved as their confidence and self esteem in delivering facilitation to survivors.

Training objective

Increase 20 DPO’s members and fieldworker facilitation and counceling skills in specific topics: gender, domestic violence and health repoduction of persons with disability

Training of trainer for their staffs and facilitators and local counselors will answer the above needs.

Training Output

• Train participants on Gender Awareness issues particularly for PwDs Communities.

• Train participants on Domestic Violance Awareness issues especially for PwDs Communities.

• Train participants on Health Reproduction Awareness issues especially for PwDs Communities.

• Develop participants’ capacity as Facilitators and Counsellor with PwDs Communities.

• Identifying and defining advocacy actions for the respect of PwDs rights, especially with Gender, Violence and Health Reproduction
