What Diah Has Authored: Tidak Semua Kera Berevolusi Menjadi Manusia


Pada zaman dahulu kala, bumi hanya ditempati hewan-hewan. Dari seluruh hewan yang hidup di bumi, kera yang paling banyak melakukan kejahatan. Mereka sering mencuri makanan dan menyakiti hewan lain. Kabar ini sampai ke telinga dewa pencipta dan dia memutuskan untuk mengumpulkan seluruh kera di  suatu tanah luas terbentang seperti padang mahsyar.  Setelah mendengarkan petunjuk para dewa lainnya, dewa pencipta memutuskan untuk mengembalikan kera ke tempat asalnya, yaitu kegelapan.  Sebagian kera yang merasa tidak pernah melakukan kejahatan tidak menerima keputusan tersebut dan mengancam akan menghancurkan tempat tinggal para dewa. Begitu pula dengan kera yang sering melakukan kejahatan, mereka membayangkan terjebak dalam kegelapan seumur hidup. Akhirnya dewa mengalah dan mengembalikan para kera ke bumi, dengan catatan kera jahat akan menjadi kera selama-lamanya dan kera baik akan berevolusi menjadi manusia.

What Diah Has Mini-Researched: Stop Traffic Jams in Jakarta

Not only as the capital city of Indonesia, but also the center of business and government, Jakarta continues to build the construction to support the economic growth. In the field of public transportation, Jakarta is trying to overcome traffic jams with any concrete solutions, one of them is ‘three-in-one’ regulation, but they are not effectives.  Traffic jams became common situations in Jakarta, especially when it rained. Indeed, Jakarta will have stagnant traffic jams by 2015. Traffic jams are the most difficult problems to overcome because they are related to various aspects of Jakarta’s citizens, such as politics, economics, demography, culture and human resources.

There are many reasons of traffic jams in Jakarta. Mainly, is due to an increasing of the private vehicles, both motorcycles and cars. Other factors being considered to overcome them include:
1. Unsafe and uncomfortable mass public transportations.
2. Lack of facilities and infrastructures for pedestrians such as crossing bridges and sidewalks.
3. Disobedient of street vendors.
4. Inadequate system of transportation infrastructure.
5. Lack of road users’ self-discipline.

Traffic jams impact on social loss suffered by communities as results of wasting times and vehicles operating cost, especially fuels. It does not include psychological stress, declining productivity and air pollutions.

To overcome traffic jams, provincial governments of Jakarta shall create comprehensive and systematic policies, which include:
1. Restricting the sale of private vehicles.
2. Rising taxes on private vehicles and applying progressive taxes for the owners who have private
     vehicles more than one.
3. Rising the parking cost on the commercial buildings, such as malls and major roads.
4. Building the modern highway infrastructures.
5. Designing affordable, safe, comfort and efficient mass transportation services.
6. Improving road users’ discipline and driving feasibility.
Hopefully, in the future provincial governments of Jakarta is more committed to implement policies related to transportations so that Jakarta’s citizen can mobile more comfortably and safely.

What Diah Has Translated: DEKLARASI BALI TENTANG PENINGKATAN PERAN DAN PARTISIPASI PARA PENYANDANG DISABILITAS DI KOMUNITAS ASEAN

KAMI, RAKYAT Negara-Negara Anggota Perhimpunan Bangsa-bangsa Asia Tenggara (ASEAN), yang diwakili oleh Kepala Negara atau  Pemerintahan Brunei Darussalam, Kerajaan Kamboja, Republik Indonesia, Republik Demokratik Rakyat Laos, Malaysia, Uni Myanmar, Republik Filipina, Republik Singapura, Kerajaan Thailand dan Republik Sosialis Viet Nam.

MENGAKUI peningkatan kesejahteraan dan kehidupan rakyat ASEAN dengan menyediakan akses kesempatan yang adil dalam pembangunan manusia, kesejahteraan sosial dan keadilan sebagaimana diatur dalam Piagam ASEAN;

MENEGASKAN KEMBALI komitmen kami untuk mempercepat pembentukan Komunitas ASEAN di tahun 2015 yang terdiri dari tiga pilar, yaitu Komunitas Politik dan Keamanan ASEAN, Komunitas Ekonomi ASEAN dan Komunitas Sosio-Budaya ASEAN;

MENGINGAT Deklarasi Jakarta yang ditetapkan di Konferensi Regional ASEAN dan Disabilitas pada tanggal 2 Desember 2010 yang mengakui kebutuhan para penyandang disabilitas untuk berpartisipasi secara aktif dalam merumuskan, melaksanakan dan mengevaluasi kebijakan-kebijakan terkait  isu-isu disabilitas di kawasan ASEAN;

MENGINGAT pula Program Dunia Aksi Peduli Penyandang Disabilitas, Peraturan-Peraturan Baku tentang Kesetaraan Kesempatan bagi Penyandang Disabilitas dan Konvensi Hak-Hak Penyandang Disabilitas, di mana penyandang disabilitas diakui baik sebagai agen pembangunan maupun sasaran di seluruh aspek pembangunan;

MEMPERHATIKAN Kerangka Milenium Biwako dan Biwako Plus Five untuk Aksi menuju suatu Masyarakat Inklusif, Bebas Rintangan dan Berbasis Hak di Asia dan Pasifik pada tahun 2003-2012 untuk menjamin partisipasi efektif para penyandang disabilitas di seluruh kegiatan yang terkait;

MENEGASKAN KEMBALI kontribusi potensi penyandang disabilitas dan peran penting serta partisipasi mereka dalam pelaksanaan semua aksi yang diatur di bawah Cetak Biru Komunitas Sosio Budaya ASEAN (ASCC) yang meliputi ruang lingkup kerjasama di bidang kesejahteraan sosial dan perkembangan anak, penyandang disabilitas dan lansia beserta dampak yang diperoleh baik secara nasional maupun regional dalam pembentukan Komunitas ASEAN pada tahun 2015;

MENYADARI bahwa pemajuan dan perlindungan hak asasi manusia dan kebebasan mendasar para penyandang disabilitas dalam memperkuat partisipasi penuh mereka akan mengakibatkan peningkatan rasa memiliki dan kemajuan signifikan dalam pembangunan manusia, sosial, ekonomi masyarakat serta pemberantasan kemiskinan; 

MENEKANKAN pentingnya pengarusutamaan isu-isu disabilitas sebagai bagian integral dari  strategi-strategi pembangunan berkelanjutan yang terkait;

DENGAN INI MENYATAKAN:

1.   Mendorong Negara-Negara Anggota ASEAN menandatangani dan meratifikasi Konvensi Hak-Hak Penyandang Disabilitas dan menjaga pelaksanaannya di komunitas;

2.  Menjadikan Dasawarsa ASEAN Penyandang Disabilitas (2011-2020) dan prakarsa-prakarsa terkaitnya sebagai tema dalam memajukan pembangunan inklusif-disabilitas di ASEAN;

3. Menyambut prakarsa Organisasi-Organisasi Penyandang Disabilitas ASEAN dalam membentuk ASEAN Disability Forum, sebuah usaha bersama multi-pihak, termasuk Negara-Negara Anggota ASEAN, Sekretariat ASEAN, badan-badan pembangunan internasional, lembaga swadaya masyarakat, sektor media, bisnis, kelompok-kelompok akademis, organisasi-organisasi penyandang disabilitas, organisasi-organisasi terkait disabilitas dan organisasi-organisasi orang tua/keluarga mereka;

4.    Mendesak Negara-Negara Anggota ASEAN memajukan kualitas hidup para penyandang disabilitas dalam konteks pengentasan kemiskinan dan pengembangan indikator statistik regional di ASEAN untuk mengukur perkembangan kelompok-kelompok rentan, terutama para penyandang disabilitas;

5.   Menjamin terpenuhinya hak-hak para penyandang disabilitas di segala aspek kehidupan melalui pengarusutamaan sudut pandang disabilitas dalam pengembangan dan pelaksanaan kebijakan-kebijakan dan program-program ASEAN di seluruh pilar ekonomi, politik keamanan dan sosio-budaya Komunitas ASEAN;

6. Terus meningkatkan kesadaran isu-isu disabilitas dan menambah kegiatan-kegiatan penyuluhan untuk seluruh masyarakat mulai dari tingkat daerah, nasional dan regional dengan memanfaatkan berbagai media dan melibatkan semua komponen masyarakat;

7.   Mendorong partisipasi para penyandang disabilitas di segala aspek pembangunan termasuk partisipasi mereka di kegiatan politik dengan menyediakan hak berpolitik yang setara dalam pemilu penguasa dan anggota parlemen, baik di tingkat daerah maupun nasional;

8.   Mendorong pemerintah dan organisasi-organisasi masyarakat sipil, termasuk LSM-LSM, melindungi hak-hak penyandang disabilitas, khususnya lansia, kaum perempuan dan anak-anak, dengan memenuhi kebutuhan-kebutuhan mereka melalui ASEAN Inter-governmental Commission on Human Rights (AICHR), ASEAN Commission on the Promotion and Protection of the Rights of Women and Children (ACWC) dan badan-badan sektor ASEAN yang terkait;

9.  Mendorong Negara-Negara Anggota ASEAN mengembangkan rencana aksi nasional disabilitas dan memperuntukkan anggaran nasional mereka melalui tingkat kementrian/lembaga terkait untuk memberdayakan para penyandang disabilitas;

10. Memfasilitasi dan mendorong para penyandang disabilitas berpartisipasi dalam merumuskan, melaksanakan dan mengevaluasi kebijakan-kebijakan dan program-program terkait isu-isu disabilitas;

11. Mendorong Negara-Negara Anggota ASEAN memajukan, mengembangkan dan memperluas layanan-layanan sosial yang mendukung para penyandang disabilitas di bidang kesejahteraan sosial dan lapangan kerja;

12. Mendorong Negara-Negara Anggota ASEAN mempercepat pelaksanaan Kerangka Milenium Biwako dan Biwako Plus Five untuk Aksi menuju suatu Masyarakat Inklusif, Bebas Rintangan dan berbasis Hak di Asia dan Pasifik pada tahun 2003-2012;

13. Meningkatkan pemberian informasi, praktek-praktek dan pengalaman-pengalaman baik/terbaik tentang isu-isu yang berkaitan penyandang disabilitas serta mendorong pengembangan pengetahuan baru melalui riset-riset, analisis-analisis dan pelatihan-pelatihan;

14. Menjalankan kesempatan pendidikan yang setara bagi penyandang disabilitas khususnya pendidikan dasar dan sarana-sarana komunikasi alternatif termasuk bahasa isyarat, Braille dan sejenisnya;

15. Menekankan perlunya penyediaan aksesibilitas fasilitas-fasilitas dan layanan-layanan umum, transportasi umum, pendidikan, lapangan kerja, komunikasi dan teknologi informasi, rekreasi serta olahraga bagi penyandang disabilitas di ASEAN;

16. Mengarusutamakan isu-isu disabilitas dalam kebijakan-kebijakan dan program-program manajemen bencana alam di tingkat daerah, nasional dan komunitas;

17. Mengembangkan skema jaminan sosial di Negara-Negara Anggota ASEAN untuk melindungi para penyandang disabilitas, khususnya yang menyandang disabilitas parah;

18. Mengembangkan inklusivitas sosial penyandang disabilitas yang meliputi pengembangan kepemimpinan, inklusif komunitas, peka-jender dan bisnis inklusif sosial;

19. Mendorong badan-badan pembangunan nasional dan lembaga-lembaga internasional  lainnya mendukung pelaksanaan kebijakan-kebijakan dan program-program disabilitas dalam cetak biru ASCC;

20.  Mendorong media massa, tanpa memandang skala dan cakupannya, peka secara budaya dan jender dalam memajukan keakuratan informasi dan gambaran disabilitas dan penyandang disabilitas di ASEAN;

Dengan ini kami mengikrarkan komitmen untuk menugaskan Para Menteri Badan-Badan Sektor ASEAN yang terkait melaksanakan Deklarasi ini.

Ditetapkan di Denpasar, Indonesia, pada tanggal tujuh belas bulan November tahun dua ribu sebelas.

What Diah Has Shared: BALI DECLARATION ON THE ENHANCEMENT OF THE ROLE AND PARTICIPATION OF THE PERSONS WITH DISABILITIES IN ASEAN COMMUNITY

WE, THE PEOPLES of the Member States of the Association of Southeast Asian Nations (ASEAN), represented by the Heads of State or Government of Brunei Darussalam, the Kingdom of Cambodia, the Republic of Indonesia, the Lao People’s Democratic Republic, Malaysia, the Union of Myanmar, the Republic of the Philippines, the Republic of Singapore, the Kingdom of Thailand and the Socialist Republic of Viet Nam.

RECOGNIZING the enhancement of well-being and livelihood of the peoples of ASEAN by providing them with equitable access to opportunities for human development, social welfare and justice as stipulated in the ASEAN Charter;

REAFFIRMING our commitment to accelerating the establishment of the ASEAN Community by 2015 comprising three pillars, namely the ASEAN Political and Security Community, the ASEAN Economic Community and the ASEAN Socio-Cultural Community;

RECALLING the Jakarta Declaration adopted at the Regional Conference on ASEAN and Disability on 2 December 2010 that recognizes necessity of persons with disabilities to actively participate in formulating, implementing and evaluating policies related to disability issues in ASEAN region;

RECALLING also the World Programme of Action Concerning Disabled Persons, the Standard Rules on the Equalization of Opportunities for Persons with Disabilities and the Convention on the Rights of Persons with Disabilities, in which persons with disabilities are recognized as both development agent and beneficiaries in all aspects of development;

NOTING the Biwako Millennium Framework and Biwako Plus Five for Action towards an Inclusive, Barrier-free and Rights-based Society in Asia and the Pacific 2003-2012 to ensure effective participation of persons with disabilities in all relevant activities;

REAFFIRMING the potential contribution of persons with disabilities and their important role and participation in the implementation of all action lines under the ASEAN Socio Cultural Community (ASCC) Blueprint which includes the scope of cooperation in social welfare and development of children, persons with disabilities and the elderly with sustained impact both nationally and regionally in the establishment of ASEAN Community by 2015;

COGNISANT that the promotion and protection of the human rights and fundamental freedom of the persons with disabilities in strengthening their full participation will result in their enhanced sense of belonging and in significant advances in the human, social and economic development of society and the eradication of poverty;

EMPHASIZING the importance of mainstreaming disabilities issues as an integral part of relevant strategies of sustainable development;

DO HEREBY DECLARE TO:

1.  Encourage  ASEAN Member States to sign and ratify  the Convention on the Rights of Persons with Disabilities and foster its implementation in the communities;

2.  Proclaim the ASEAN Decade of Persons with Disabilities (2011-2020) and its related initiatives as the theme is to promote disability-inclusive development within ASEAN;

3.  Welcome the initiative of ASEAN Disabled People’s Organisations for establishing the ASEAN Disability Forum, a joint efforts of multi-stakeholders, including ASEAN Member States, the ASEAN Secretariat, international development agencies, civil society organisations, media, business sector, academic groups, Disabled People’s Organisations (DPOs), disability-related organisations and their parents/family organisations;

4.    Urge that ASEAN Member States to promote the quality of life of the persons with disabilities in the context of poverty alleviation and develop regional statistical indicators in ASEAN to measure the development of vulnerable groups, particularly persons with disabilities;

5.   Ensure the fulfillment of the rights of persons with disabilities in all aspects of life through mainstreaming disability perspective in the development and implementation of ASEAN policies and programmes across the economic, political security and socio-cultural pillars of the ASEAN Community;

6.   Continue to raise awareness on disability issues and to increase outreach activities for all society ranging from local, national and regional levels by using various media and involving all components of the society;

7.  Encourage the participation of persons with disabilities in all aspects of development including their participation in political activities by providing them with equal political rights in the election of the leaders and parliamentarians, both at local and national levels;

8.   Encourage the government and civil society organisations, including NGOs, to protect the rights of persons with disabilities, particularly older persons, women and children, by accommodating their needs through the ASEAN Inter-governmental Commission on Human Rights (AICHR), the ASEAN Commission on the Promotion and Protection of the Rights of Women and Children (ACWC) and relevant ASEAN sectoral bodies;

9.  Encourage ASEAN Member States to develop national plan of actions on disability and allocate their national budget through relevant line-ministry/agency for empowering persons with disabilities;

10.    Facilitate and encourage persons with disabilities to participate in formulating, implementing and evaluating policies and programmes related to disability issues;

11.  Encourage ASEAN Member States to promote, develop and diversify social services supporting persons with disabilities in the field of social welfare and employment;

12. Encourage ASEAN Member States to accelerate the implementation of the Biwako Millennium Framework and Biwako Plus Five for Action Towards An Inclusive, Barrier-Free and Rights-based Society in Asia and the Pacific 2003-2012;

13.   Enhance sharing of information, good/best practices and experiences on issues concerning persons with disabilities as well as encourage the development of new knowledge through researches, analysis and trainings;

14.   Work towards equal opportunities of persons with disabilities to education especially basic education and alternative means of communication including sign language, Braille and the like;

15. Emphasize the need of providing accessibility to public facilities and amenities, public transportation, education, employment, information communication and technology (ICT), recreation as well as sports for persons with disabilities in ASEAN;

16.   Mainstream disability issues in disaster management policies and programmes  at regional, national and community levels;

17.  Develop social security schemes in ASEAN Member States for protecting persons with disabilities, especially those with severe disabilities;

18.   Develop the social inclusiveness of persons with disabilities which includes the development of leadership, community inclusive, gender-sensitive and socially inclusive business;

19.   Encourage international development agencies and other international institutions to support the implementation of the disability policies and programs in the ASCC Blueprint;

20.   Encourage the mass media, regardless of its scale and coverage, to be culturally and gender sensitive in promoting  the accurate information and image of disability and persons with disabilities in ASEAN;


We hereby pledge our commitment to task the concerned Ministers of ASEAN Sectoral Bodies to implement this Declaration.

Adopted in Denpasar, Bali, Indonesia, this Seventeenth Day of November in the Year Two Thousand and Eleven.
